1. Roads and streets were opened to Harijans.

2. The Harijan candidates for some seats in the legislature would be selected in private consultation between Hindus and untouchables.

3. Immediately, temples in which no Harijan foot had ever trod were opened to all.

4. That would enable the Harijans to nominate their bravest, most outspoken champions, and the Hindus could never defeat them.

5. Given a separate electorate, Harijan candidates and elected legislators would stress what divided them from caste Hindus.
