1. Possession of explosives is an extraditable offence.

2. States Parties undertake to include those crimes as extraditable offences in every future extradition treaty to be concluded between them.

3. Possession, not just use, of firearms and explosives will be extraditable offences.

4. States Parties undertake to include the offence of enforced disappearance as an extraditable offence in any extradition treaty subsequently to be concluded between them.

5. States Parties which do not make extradition conditional on the existence of a treaty shall recognize the offence of enforced disappearance as an extraditable offence between themselves.
