Ridge, Tom Tom RidgeRidge, Tom (1945–) an American lawyer who was the first US Secretary of Homeland Security (2003–05). Before starting that job, he was the governor of Pennsylvania from 1995 until 2001 and a member of the House of Representatives from 1983 until 1995.
